Created in 2010, the program is offered through the Solar and Energy Loan Fund (SELF), a nonprofit that is unlike any other in the nation. It is a lending institution with a social mission, providing low-cost financing so that clients can make energy-saving property improvements that they otherwise could not afford. The County created the program with seed money from state and federal grants but with the intention that SELF would operate independently and not as part of the County government. Its primary goal is to assist residents and businesses through a revolving loan program offering terms that are far more favorable than those found a traditional banks and credit unions.</div>

The idea is simple: Provide property owners a way to save more money on energy costs than they pay through the loan, resulting in a net financial gain over time. As of August 2012, SELF had loaned more than $1.2 million to more than 150 property owners. These loans have allowed clients to make energy efficiency upgrades and install roof-top solar systems that have been proven to be cost-effective. SELF offers financing for more than two dozen types of energy efficient and renewable energy options, including:</div>

Upfront costs are minimal. Interest rates are as low as 6 percent and terms as long as 15 years. As a result, SELF has eliminated financing as the biggest hurdle residents and businesses face in making energy-efficiency and conservation enhancements. The program educates property owners about the best ways to save energy and demonstrates the benefits of specific energy-related alternatives. It features professional-grade energy assessments that explain in simple term what improvements a home or business needs to make in order to cut its energy consumption.</div>

Additionally, the Clean Energy Loan Program has put people to work, employing dozens of local contractors and businesses specializing in Heating and Cooling, Energy Conservation, Renewable Energy and other related trades. Some long-time businesses have reported a 25 percent increase in business directly linked to work created through SELF’s program. In order to participate in the program, contractors must meet high standards, thus assuring quality work that will have long-lasting benefits. SELF clients have been pleased with their improvements and continue to express their gratitude and satisfaction with the program. Clients have seen an average savings of 24 percent on their monthly kilowatt consumption. For many, this equates to hundreds of dollars in utility savings each year. In at least one case, a homeowner made improvements that have proven so effective his monthly electric bill was cut 100 percent. The program reduces energy consumption and thus, greenhouse gas production, resulting in environmental benefits as well.</div>

It also plans to offer commercial loans through a Property Assessed Clean Energy (PACE) program, an innovative approach that will allow business owners to repay their loans through their annual tax bill, with the loan permanently tied to the property instead of the borrower. PACE is popular in states such as California and Colorado, and St. Lucie plans to lead the way in Florida by offering these popular loans to small businesses wishing to make improvements that will save money over time.</div>

CONCORD – A change in the political winds hasn’t deterred at least one state legislator from fighting against the United Nations’ environmental agenda.</div>

Despite long odds in the new Democratic-controlled House of Representatives, Rep. Lenette Peterson, R-Merrimack, has taken on the charge against Agenda 21, the U.N.’s nonbinding sustainable development platform.</div>
<div class="Telegraph-BodyText" style="padding: 0px;">
Legislation proposing to ban the implementation of the agenda passed the Republican-led House earlier this year but fell short in the Senate. With a new Democratic majority in the House, a similar bill, introduced by Peterson, isn’t likely to get off the ground, she acknowledged.</div>

Still, the agenda, which promotes sustainable land use planning, demands further scrutiny, as it continues to threaten private property rights, pushing residents to move into cities, Peterson said.</div>

“In the long run, gas will be rationed. … You don’t need as much gas because everybody lives inside of city limits,” she said. “It’s total control of everything. … The public needs to be aware of this.”</div>

Agenda 21, which doesn’t carry the force of law, has drawn criticism from Republican and Libertarian activists since it was adopted.</div>
<div class="Telegraph-BodyText" style="padding: 0px;">
U.N. representatives adopted the plan in 1992, promoting multifamily dwellings and walkable communities, among other sustainability efforts. In the years since, more than 1,000 communities across 84 countries, including several New Hampshire cities, have supported the effort by joining the International Council on Local Environmental Initiatives, which promotes the adoption of Agenda 21 across the globe.</div>

Nashua has been a member since 2007, paying about $1,200 annually in membership dues to access the council’s network of peers, resources and technical guidance to work on clean energy and environmental projects. City officials and local planners have said the council has had no direct influence on their sustainability efforts, which include a new fleet of hybrid vehicles introduced last year.</div>

“You would hope that our future is sustainable, right? That’s something we’re always thinking about,” Kerrie Diers, executive director of the Nashua Regional Planning Commission, said Wednesday. “That just means understanding what is important to people, what do they value, what do they want to see preserved and figuring out how do we do that.”</div>

The city’s effort have drawn scrutiny, as well.</div>

In March, local members of the conservative John Birch Society demonstrated in front of City Hall, protesting Nashua’s affiliation with the council.</div>

“I don’t like national or international organizations coming to Nashua and telling residents what they can or can’t do with their property,” Nashua resident Leif Parsell said at the time. “There are other ways to solve these problems.”</div>
<div class="Telegraph-BodyText" style="padding: 0px;">
At the Statehouse, the legislation proposing to ban the implementation of Agenda 21 was dismissed initially in the House, but lawmakers then attached it as an amendment to a Senate bill relating to the management of Cannon Mountain. That proposal earned strong support in the House, passing 207-99. But it stalled in the Senate.</div>
<div class="Telegraph-BodyText" style="padding: 0px;">
Peterson’s bill, to be taken up in the next Legislative session after the holidays, would bar communities from joining the International Council and from implementing the provisions of Agenda 21.</div>
<div class="Telegraph-BodyText" style="padding: 0px;">
“We’re really trying to get cities and towns to do their homework. … There’s no such thing as free money,” Peterson said, referring to grants and other federal funding that communities receive to support sustainable projects.</div>
<div class="Telegraph-BodyText" style="padding: 0px;">
But the proposal has a tough road ahead in the Democratic House. In the recent election, Democrats regained the House by a 221-179 majority, leaving the future of the proposal in doubt.</div>
<div class="Telegraph-BodyText" style="padding: 0px;">
Party leaders didn’t return calls for comment Wednesday.</div>

“It’s not going to pass. … It might not even get to the floor” of the House for a vote, Peterson said. “But the public still needs to be aware of this. … It affects us all.”</div>

CHEYENNE -- A newly elected Laramie County commissioner organized a town hall meeting Tuesday night to fulfill a campaign promise of making government more open.<br />
<br />
While the more than 100 people who attended were able to ask questions of recently elected Commissioners M. Lee Hasenauer, Buck Holmes and Amber Ash and sitting Commissioner Troy Thompson, a significant portion of the meeting was devoted to presentations about the United Nations Agenda 21 and the importance of being self-reliant. Hasenauer organized the event.<br />

A non-binding United Nations document signed by the U.S. and more than 100 other countries in 1992, Agenda 21 is a blueprint that encourages nations to pursue sustainable development. But in recent years, some in the U.S. have contended that it is actually a scheme to gradually eliminate private property rights through zoning codes and other planning mechanisms.<br />

Cheyenne resident Brad Harrington was one of three speakers.<br />
<br />
He outlined what he described as a link from Agenda 21 to the city and county’s planning document PlanCheyenne and the Unified Development Code approved by the Cheyenne City Council.<br />
<br />
Comparing language in each, he said the city, even if without intent, made the non-binding international document law on the local level.<br />
<br />
Agenda 21 is the detailed blueprint of total top-down control of all property as it relates to development, he said, and the local codes are its implementation.<br />
<br />
Harrington’s presentation included some controversial remarks, including an explanation that Agenda 21 “calls for the sacrifice of all the wealths of the haves to the inefficiencies and ineptitudes of the have-nots.”<br />
<br />
He described it as a form of international welfare.<br />
<br />
“Forget about your economic growth, forget about what’s right for you, forget about your prosperity. We’re going to sacrifice your economic growth, your prosperity and your wellbeing for savages in Africa or everywhere else in the country that live in subhuman misery because they have totalitarian governments or worse, no government at all, and this is going to bring about social progress and world peace?”<br />
<br />
The majority of the room applauded Harrington after his presentation, but not everyone was pleased.<br />
<br />
Beth and Paul Howard said they attended because it was billed as a town hall meeting, and they wanted the chance to talk with the new county commissioners. Both are on county-appointed boards, the library board and hospital board, respectively.<br />
<br />
Beth Howard said she expected it would be a chance for them to hear about concerns people in the community have, but it was “more to promote an agenda.”<br />
<br />
Paul Howard said he thought the presentation was “totally inappropriate.”<br />
<br />
Hasenauer said as the event’s emcee Harrington had leeway giving remarks, but he made sure Thompson was able to answer questions from attendees before he had to leave early.<br />
<br />
Thompson said he wasn’t expecting Tuesday night’s meeting to have such a focus on Agenda 21, and he wouldn’t have attended if he had known.<br />
<br />
He said he has studied Agenda 21 and he encouraged everyone to do more research by looking at both sides of the issue.<br />
<br />
“With any issue, it’s important to do your own research and do your own critical thinking and come to your own conclusions,” he said.<br />
<br />
He said Agenda 21 and governmental overreach in general are concerns, and as a commissioner, he always tries to look out for private property rights.<br />
<br />
Holmes said he believes there is a connection between the city’s UDC and Agenda 21, but some of the views presented during the meeting were further right on the political spectrum than he is.<br />
<br />
Despite some criticism, Hasenauer said the meeting went well.<br />
<br />
“You cannot ask for any better than people who want to hear and voice their concerns to the commission,” he said.<br />
<br />
Among them was Roger Hovel, who said he wanted to attend to listen and ask questions.<br />
<br />
“I think it was good to call this meeting because look at the turnout it had,” said Hovel.<br />
<br />
Hasenauer said he heard positive feedback after the meeting, but he does plan to make changes to future town hall formats. There will be fewer speakers and more time to hear from residents, he said. He said the decision was made to have more speakers this time because he, Ash and Holmes have not yet been sworn-in.</div>

So just who is ABAG? The Association of Bay Area Governments is an unelected body that, in theory, is a simple regional planning agency with limited statutory authority. Instead, this agency, along with the Metropolitan Transportation Commission, use financial authority to circumvent local planning authority, dictating growth and zoning requirements to local elected officials, and socially engineering the makeup of the community.<br />
<br />
There is good reason that Vacaville City Councilman Curtis Hunt and other local leaders reject this unwelcome aggression by these nonelected bodies. I believe that these aforementioned groups, along with One Bay Area and various appendage organizations, have ties to the International Council for Local Environmental Initiatives, a U.N.-accredited nongovernmental organization (NGO) that openly promotes and works to implement the Action Plan of Agenda 21.<br />
<br />
By manipulating civic leadership through contrived environmental concerns and grave financial penalty, these unelected board members are able to dictate the amount and location of low-income and stack-and-pack housing, public transportation requirements, zoning and private property land use.<br />

The opening ceremony of the fifth annual World Economic and Environmental Conference (WEC) was held on Nov. 17 at the China World Hotel in Beijing. Hundreds of people from over 40 countries and regions attended this opening ceremony—among them are international political leaders, business executives and academics.</div>

The two-day conference ran from Nov. 17 to 18 and was themed “Future Momentum towards Economic Prosperity: Green and Sustainable Development”. The conference discussed low-carbon development, green development, energy conservation and challenges and opportunities China faces in economic development.</div>

Attendees of the conference said that economic development should be fully compatible with environmental sustainability. They also added that businesses and countries around the world must insist on green and sustainable development strategies due to fast economic growth that has brought climate change and long-term environmental problems. Participants advocated that countries all over the world should cooperate and learn from each other to ensure the global economy develops through low-carbon, green and sustainable initiatives.</div>

The WEC is organized by the United Nations Industrial Development Organization (UNIDO), International Energy Conservation Protection Environmental Association (IEEPA) and the United Nations Educational, Scientific, and Cultural Organization (UNESCO). It is a professional, international and comprehensive exchange and cooperation platform. The WEC aims to promote sustainable development in China and establish a win-win development model between the environment and the economy. The conference has been successfully held for four years beginning in 2008.</div>

Last month Staver helped put together a meeting at the state capitol hosted by Senate Majority Leader Chip Rogers (R-Woodstock). Rogers invited the entire Republican caucus. They watched a power point presentation and documentary about the UN agenda. Seth Clark, a liberal political researcher, attended and recorded much of the meeting.</div>
